The Rural Mission director, José Antonio Ocampo, proposed extending the social services provided by family compensation funds to rural areas. Beyond the discussion on the scope of the roles and the use of administered resources, it is pertinent to discuss the proposal because of the labor situation in the Colombian countryside, as well as former Minister mentions "no barriers as labor informality ", which hinder their development.

In the agricultural sector and rural areas, informality is alarming: 92 percent of the occupied is not affiliated to a pension system, according to the Dane; 49 percent are self-employed and 11 percent performed unpaid family work and 77 percent of those employed earn less than minimum wage.
